Why not raise taxes on corporations and the wealthy, then hand out tax incentives based on jobs they actually create?

Hey America! Why not raise taxes on corporations and the wealthy, then hand out tax incentives based on jobs they actually create?
This makes more sense to me than allowing them low taxation with arguably no return. If the goal of low taxes is job creation, why not make low taxes the reward for job creation.
The tax breaks should be weighted based on the quality and salary of jobs created. Minimum wage jobs should be weighted poorly, and there should be bonus incentives for middle class or higher wages. Maybe even tax penalties for layoffs?
