This is the reality in Chicago (and just about everywhere else in this country). Even if you have a college education, the job market is so small and the competition so plentiful that there's no guarantee you'll even make it in for an interview. But somehow, it's the person's fault they can't find work. Even more so when it's the poor we're talking about. how do they expect to get a job when they don't have the education, when they can't afford the education because they can't find a job. It's the snake eating its own tail.
